(c) I have been unable to obtain any references to

authorities sanctioning Gratis renewals to civilian employees

in the Royal Naval Dockyard or to officers and men of the

China Command.

For example vide 52/31.

(a) In a few instances free grant of renewals have been

hade but no reason is given on the application form. For

examples vide 52/163; 54/147.

(e) In a considerable number of instances the applica-

tion form has been accepted incomplete with the declaration

thereon not completed. For examples vide 52/163; 53/156;

53/200; 54/11; 54/147; 54/196.

Certificates.

All certificates issued are recorded in a rough register in numerical sequences. A detailed check from the duplicate receipts to Register was made from 1st January,

1938, to 31st December, 1938.

Official Signatures.

There are three sources of revenue credited to this

subhead in the Passport Office.

(a)

Fees for signature to Indian Permits.

No application form exists and there is no register.

Sometimes the fee is collected by the Police Accountant and

sometimes by the Passport Office but there is no indication

that the fee has been collected by the Police Accountant.

Latterly the practice has been to record the number of the receipts on the Duplicate Permit Form when paid in the Passport Office, and when paid elsewhere, to mark the form "Paid" only.

It is evident that no complete survey of the Duplicate receipts for the fees collected can be made.

(b) Visas for extension of Residence in the Colony.

Separate files for each case exist, and alphabetical index of cases exist, the entries therein are cancelled

through when the time extension has expired.
